This study aims to analyze the use of TPACK (Technological Pedagogical and Content Knowledge) theory in improving the effectiveness of teaching materials development in educational environments. TPACK theory offers an integrative framework that combines content, pedagogical, and technological knowledge, which is considered relevant in facing the challenges of 21st century learning. This study uses a descriptive qualitative approach with subjects of secondary level teachers who develop teaching materials independently. Data were collected through in-depth interviews, observations of the teaching materials development process, and analysis of teaching result documents. The results of the study indicate that the application of the TPACK approach allows teachers to design teaching materials that are more contextual, interactive, and in accordance with the needs of students. Technology integration not only increases the attractiveness of learning, but also expands access to more varied learning resources. In addition, a strong pedagogical understanding encourages the selection of appropriate delivery methods, while mastery of content ensures the accuracy of teaching materials. The main obstacles faced by teachers in implementing TPACK are limited technology training and limited time for developing teaching materials.
